How do subsidies for electric bicycles work?

The promotion of the use of urban electric bicycles has been included in the various policies and actions against climate change. In fact, in the Government’s Agenda 2030 it appears as a key vehicle for the transformation of cities towards a more sustainable model and an alternative to other much more polluting means of transport.

Although many of the national subsidy plans to encourage their use have not yet gone beyond the paper in most communities, some will launch in 2022 these grants so that you can get one. Specifically, we are talking aboutthe Community of Madrid and the Community of Valencia. The subsidies offered vary depending on the vehicle you wish to purchase.

Grants to buy an urban electric bicycle

In order for you to be eligible for any of these grants, we indicate all the conditions that you must meet according to your city or community.

Valencian Community

Here the only requirement is to be a natural person resident in this community. Regarding the amount of the aid, we detail the different assumptions below:

• 250 € for an electric bicycle, provided that the total price does not exceed 1400 €.
• Up to 200 € grant for bike electrification kits, which must not exceed 600 €.

Purchasers do not have to carry out any formalities, as this is handled solely by the retailer where the electric bike or, failing that, the electrification kit is purchased.

In order to access these grants, it is mandatory to purchase the bicycle in one of the establishments adhered to the plan. They act as intermediaries between the client and the Administration. The discount is applied directly to the sales price. Applications for membership must be submitted from the date of publication of the call for applications in the DOGV.

Madrid city

The requirements are for city residents and are summarized in this list:

• The bicycle must be pedal-assisted and be equipped with an auxiliary electric motor with a maximum power not exceeding 250W. In addition, it may not exceed a speed of 25 km/h.
• It must have a complete lighting system. It can be standard or added later, and must appear on the same invoice of the bike.
• The invoice price must never exceed 4000 € (VAT included).
• The technical requirements must be accredited with a responsible statement to be attached to the application form.

Community of Madrid

In this case, the grants are aimed at individuals, self-employed and SMEs. Residents of Madrid will be able to access a 50% subsidy for the purchase of electric bicycles (up to a maximum amount of 600 €). In addition, this is a retroactive grant, so it will include e-bikes purchased since November 16, 2020.

Support for urban bicycles in other communities

For the rest of the territories in our country, things are a little slower. In the case of Santander, a draft ordinance was approved on October 18, 2021 for the regularization of a series of grants for the purchase of bicycles, the amount of which will be a maximum of 350 € for those models that do not exceed 1500 €. Those who apply for this aid must make their purchases in the city itself in order to encourage local commerce.

It should be noted that this program is still in the processing stage, as it has not yet been approved in plenary session. If you live in this city, you will have to keep an eye out in the coming weeks or months to find out more about its implementation.

As for the Barcelona metropolitan area, the cities and municipalities belonging to it are waiting for the approval of a new call for aid for the acquisition of these bicycles. Its maximum selling price cannot exceed 1350 €. It should be noted that in the previous call for applications only residents of Barcelona and 36 other municipalities belonging to its metropolitan area were eligible.

Bilbao is another of the cities that have taken this initiative, however, the 2021 aid period closed in October and there is still no fixed date for reopening. In his case, the amount was set at200 € for rigid urban e-bikes, with a maximum price of 1,500 € (VAT not included). To access the subsidy, it is necessary to be registered in Bilbao and that the purchase is made in an establishment in the city.

It is clear that electric bicycles are an excellent option to move around the city, which is why many regions of our country seek to promote their use as an ecological measure. In addition, it is a very economical means of transportation, since it allows us to travel long distances without spending practically nothing.
