The wheels are made up of rims, in this case preferably aluminium. They can be single-walled or double-walled, which better withstand impact and stay centred more easily. There are also steel rims, which are brighter, more durable and robust, but too heavy. Other aspects to consider are the spokes. Stainless steel spokes are highly recommended as they prevent rust, which is very common. Another important factor is the hubs or axles of the wheels, which can be made of steel or aluminium, and sealed, which is better.

If you are going to buy a touring bike and your city has no hills, the simpler the bike, the better. However, if you are going to buy an urban bike for more intensive use and you live in a city like Madrid, you will need a bike with gears that allows you to use a smoother speed to tackle hills comfortably.
Dutch bikes are usually equipped with a single speed, but it is also very common to see retro bikes in northern Europe with gears built into the hub (such as the Shimano Nexus3 gear system). Rear wheel hub gears are more expensive, but they have three fundamental advantages: they do not require any maintenance, you can change gears while stationary, and they are much more resistant to impact.
The usual gears on classic bicycles are external with 6 or 7 speeds on the rear sprocket and a single chainring. For urban use, it is not necessary to have more speeds.
